The two are totally separate animals. This is commuter rail, and probably both a money maker to the line operators and a benefit to the people who have to commute to the city center. A high speed link between Mexico City and Queretero doesn't have nearly the same economic basis. First off, it's extremely costly. Remember that while these lines are built on existing railroad right-of-way the lines themselves are totally new construction, fenced to separate them from existing rail lines, and requiring grade separation from both road crossings and rail crossings.
That is to say that along the entire route, wherever a road or existing rail lines cross the proposed route, either the road or the new rail line requires a bridge. Second, the amount of traffic that might use the rail link between DF-QTO is less way less than the traffic that is interested in using the Tren Suburbano.

I'm not sure the economics support that without significant subsidies, which is why the govt got out of the passenger train service to begin with. Anyway, could happen in the future, but don't hold your breath for it happening anytime soon. The extension of System 1 from Cuautitlan to Huehuetoca is somewhere in the proposal stage. Those are the three main trunk lines of the Tren Suburbano. On top of that there are a number of minor branches off the trunk lines which are envisioned, none of which are currently in the bidding process or they may be included as optional additions with the trunk line contracts, I'm not totally clear on that. So yeah, rail traffic returns to Buenavista Station, even if it's not the classic long distance Pullman travel of yesteryear.

There's the issue, too, of getting right-of-way that'll guarantee no interruptions by freight traffic if rail lines are to be shared or whatever the permission may be called. I don't know if AntonioMexi's memory is accurate about a contract being awarded, though. Yes, my words about a "few years" weren't well chosen, but the current work was completed relatively quickly and the suburban rail network has been planned to also include service in a couple of other directions - toward Toluca and Tlaxcala - and I think progress will be continually made.

I have several acquaintances where the couple lives in Queretaro and one spouse works in the D. The old FC Interoceanico specifically had a concession to build to there. The farthest rail lines ever got was Balsas. And they lifted all the rails from Polanco, through Cuernavaca, to Balsas back in the 90's. Constructing down the west side of the mountains would be similar to what the govt went through to complete the FC Chihuahua al Pacifico through what is known as the Copper Canyon.
Just my take on it, but this line has almost no chance of being built. Brand new right-of-way, bridges, tunnels, and all for what? A rail line that dead ends in Acapulco.

There's nothing there to connect to. Construction of a rail line over this route would really be a waste of money. I think that DF-Toluca has some chance of happening. Less distance, and you have a lot of people going both ways, or at least from both ends towards Santa Fe. So less total cost and more ridership. I think your analysis in some of the examples thus far has been faulty, but with any luck we'll be able to look back a decade from now and make a judgment.
